Almost 2 years ago we finished the worst project I’ve had the misfortune to do - auditing the Federal WC program’s pharmacy program.
Management of the Federal Employee Compensation Act program was execrable; management state was highly unprofessional, insulting and belittling. They:
authorized thousands of oral opioid scripts they never should have,
continuously violated their own policies and operating standards,
completely failed to manage their bill review vendor,
wasted hundreds of millions of taxpayer dollars, and
when asked how they could let this happen, the leader said “we were too busy.”
Today I checked back to see if they’d implemented the recommendations; three of the most important have NOT.
But hey, its only $300 million.
Most government workers believe in what they do, do it as well as they can given politicians control their budgets and priorities, and are dedicated to public service.
And then there’s FECA.
The solution - outsource FECA to a TPA, fire current management, and set up a continuous audit program.
What does this mean for you?
If you’re a Federal employee, don’t get hurt because FECA is awful.

Hey, Joe. So you don’t feel too bad about their not taking corrective action, let me just say absolutely nothing has changed in nearly one-half century when one of my responsibilities was managing the FECA program for a large US Army Command with hundreds of civilian employees. I wanted to pull my hair out ( when I had hair) on a daily basis. I even identified, with substantial proof, claimant fraud. Called in the FBI, who said they just couldn’t do a thing about it. Never, and I mean never, could I get an adjuster on the phone. No email then. It was a truly worthless program. Must be outsourced!!!!
